The state government function of providing disaster services began during the grasshopper plagues in 19th century under Adjutant General Nathaniel Baker. But it was not until 1965, that Gov. Harold Hughes established the State Civil Defense Agency, the forerunner of the current division of Homeland Security and Emergency Management.
